Hair styling "CHI" help!?

So I just bought "CHI" cationic hydration interlink straight guard smoothing styling cream. So I have wavy/frizzy hair. Would this help make my hair straight? Without using a flat iron? And I also need help. Here are the directions "apply a small amount of CHI straight Guard evenly throughout the hair. for smooth natural looks, let hair dry naturally. For smooth straight styles, blow dry hair to desired style." so am I suppose to apply it on wet, damp or dry hair? Also will it make my hair straight? Thx really appreciate the answer! =]
