What are the slums of Eugene or Portland like? What types of people?

Most 1 bedroom apartments are 600 or under anywhere in Portland but they dont usually come with ALL bills paid, they almost always pay water, sewer and garbage...You still would be left with electric and a phone bill. The worst parts of Portland are small parts of SE which would have some druggie type people and then some of eastern north Portland and Western NE which has some gangsters and druggies. I would highly recommend you look on craigslist.com and some other similiar websites for apartments, they have a lot listed with prices just for you to get an idea. Like I said though you will probably find some 1 bedrooms for 500 or so but you would have to pay the electric bill.
