How can I stop my cat from scratching his neck?

I really don't think that you can. However, when he gets sleepy, take time to trim his claws so they're not as sharp and he can't do as much damage to his sores. Also, maybe take him to the vet to have the sore checked to make sure it's nothing more serious.
